Ce manuel en deux tomes (1. Les sources et le juge ; 2. L'action administrative) est destiné aux étudiants en 2e année de licence de droit ou d'AES, aux élèves des Instituts d'études politiques, et plus généralement aux candidats aux concours de la fonction publique. En dépit d'un rapprochement relatif avec le droit privé, le droit administratif conserve sa spécificité, qu'illustrent les notions abordées dans ce volume.
Le service public et l'ordre public sont les fins originales assignées à l'action de l'administration (première partie), pour lesquelles elle dispose de moyens exorbitants (deuxième partie), comme celui de décider unilatéralement ou de conclure des contrats soustraits aux règles du droit privé. Toutefois, ces fins et ces prérogatives ne sont pas sans limites (troisième partie) : le contrôle de la légalité et la mise en jeu de la responsabilité de la puissance publique garantissent le respect des droits des administrés.
